Another option to try and gain functionality is to try a free download manager.

Download that via your other computer/laptop and move it via pen drive to your PC, install and see how you go, remember being freeware read all screens on the install and deselect anything you don't like.

What operating system are you running? are you using any anti-virus or anti-malware software currently?

I can access websites and read the only thing that I can't is downloading. 

I have used Google Chrome, Firefox, UCbrowser, Opera.

What is happening when you try to download something.

 

Say 

 

Malware Antibytes from HERE

I assume you've tried (and failed) to download anything from ANY website, not just one?

What exactly happens when you try to download something? An error message? Nothing?

Nothing, just loading and sometimes timeout like this or error.

MalwareBytes scans your system for Malware, just in case it's stopping you downloading correctly.

 

What exact websites are you trying to download from, if torrents you require a client like Utorrent to use a torrent website, but I'd advise against it as your risking legal issues.

That other site (download.cnet.com) is notorious for providing viruses along with your program, I advise you steer clear of it

Have you tried rebooting your router? just in case?

From my understanding when he clicks to download an application, the page just remains loading, as if the computer cannot facilitate the download.

 

Could it be possible his pc has limited permissions and downloads are being restricted?

Here is a thing you can try.

 

Click in your search area, type in.  "internet explorer"  click the gear icon top right, then advanced settings, look for "reset to default", do this, then click apply.

 

Check if you can download after that.

Not like this, I can download on my laptop.

But the problem in this computer only.

All the programs I cant download it.

Everything started from a month ago like this.

Still can't download anything, I have tried to reset nothing changed also I restarted the router.
