Go back into those options but this time select the security tab, click reset to default if applicable, if not select medium-high.

 

Restart PC after this, and try again.

It's on the medium-high level. I cant reset to default.

Hmm, from what I can tell it could be the result of malware corrupting how Windows saves items.  You may find in time the easiest option is a format/reinstall of Windows.

 

Another option to try and gain functionality is to try a free download manager.

Download that via your other computer/laptop and move it via pen drive to your PC, install and see how you go, remember being freeware read all screens on the install and deselect anything you don't like.

Thanks for helping, I really appreciate it. I cant do Reinstall because I have many files on this computer, I will try the second one.

I have deleted internet download manager because it's finished.

uninstall it yeah also stupid games and programs fixed it.
