Hi there I need help,

 

I was wondering if there is a way that you could put in the code for a button on Visual Studios Express 2015 using the Classic Desktop, without having to have a batch file saved on the computer somewhere. I am wanting to change internet explorers home page when I press the button in my windowed program. I have a snapshot of what I mean.
