1 - you CANNOT play Witcher 3 on Ultra with HW at those frames with anything less than a 980 and the 980 alone costs 400-500$.

The 960 is HORRIBLE value for that price considering a 170$ 380 outperforms it by over 15%. EVGA G2 also have iffy voltage during brownouts and can potentially damage components

I dont recommend the GTX 960 either but if you can stretch your budget a bit more then maybe a GTX 970 (the arguably best price/performance GPU atm) or wait until 10th june to see if the 1070 is as good as said. If not then I would say go for a r9 390 or something like that. Otherwise that looks like a good build.

The issue with the 970 is the total lack of a compute engine resulting in it being slaughtered under DX12. Check Hitman or Ashes - 970 is now sometime slower than a 380X in those games

No. The 390 is around 30-40% above a 380X. The i5 4460 is superior to the 8320E in games.
