4.0GHz isn't that much. You should be able to reach 4.5 on an EVO. Look at the vcore though, you'll have to raise it to ensure stability. Try 1.3V and see if your overclock is stable at that voltage for 30-45 minutes. If it is, start decreasing the voltage in steps of 0.025V until it's not stable for that time, raise it to the last stable voltage and stress test for 8 to 24 hours. That should have you covered :)

Cool, you will have to know the limits of your individual chip. I'd slap 1.25 volts through it and raise the multiplier as high as it could go. Then tweak it from there.

If you get a better cooler such as a big Noctua or a water cooler, slam 1.36v to it and bump to 4.8ghz or higher, see if she likes high speed.
