Buying games

So unfortunately I might not be able to build my pc before the steam summer sale. However myfriend has a pc. Could I buy games on his pc with MY account and download them a week later onto my newly built pc?

Yes. As long as they are registered to your account, you can download them from your new PC. You could also use Steam for your phone to buy the games, so long as you're signed into your account.

Yes. You can login with your Steam, Origin, Uplay, Gog acc on any machine and buy the games and download them onto your new pc later

As long as they are purchased on your account you should be good to go whenever your rig is completed.

You can use any browser, phone or desktop to access your Steam account and buy games. They will be connected to your account so when you log into new device, you can download games that support OS you are on. You can also buy as gift so you can giveaway games you don't actually want.

You can also use a friend's steam to buy them as a gift for yourself.
