Well you're looking for the highest static pressure you can find, coupled with the loudest noise output you can handle.

If you want to go with Corsair get their SP fans insted. I would however recommend either SilverStone Air Penetrator, Scythe Gentle Typhoon or Cougar Vortex fans. I also depends on how much noise you can take.

If colour isn't an issue for you, I'd probably go for the SP series from Corsair - these will give you the flexibility in terms of the appearance so you can customise it to fit your taste/build.

The cougar fans are a good call. Quiet, and perform well.

Corsair Sp Series fans and the SilverStone Air Penetrators are the best fans in that price range. You can't go wrong with either of them.

For radiator fans you want fans that can push/pull best in environments where airflow is restricted, so you don't want to just buy the fans with highest airflow or CFM. if you can a site that will give you static pressure(measured in mm H2O and higher is better), this is what you are looking for (here is an AnandTech article listing some static pressures of some popular fans). You usually have to do some research to find good static pressure fans because this spec is not always listed on retailers' websites. Just as a note, but not a rule static pressure fans often have lager blades and higher speed (or RPM) than strict air flow fans. But don't go strictly on this rule

Anyway here are some good static pressure fans:

Corsair SP120

Slverstone ap 121

COUGAR CF-V12HP mm h2o

I've heard some people using Scythe Gentle Typhoons 1850, but didn't include them on the list because I have heard they are loud and are as reliable as some of the others listed.

what kind of fan you use is directly related to what kind of rad its on. higher speed pressure fans for high fin density rads and slower speed pressure fans for low FPI rads. I wouldn't recommend going push pull, just get a thicker low FPI rad and 1 set of fans, should save a little money.

for a radiator you need static pressure fans, not air flow, go with corsair SP 120 quiet editions (about $25 for 2) work well, look good
