Windows 10 Some what Broken

So my windows 10 has a few problems, first of all it can't update because it is turned off and then to fix it I need to be able to press the start button which is also broken so in terms I can't update it or use the start button so it rams up my processor use. Does anyone know a way to fix the update through the run or fix the start button with run without having to reinstall windows 10?

Through what method did you disable the updates?

I didn't disable them.. It just never updates then windows update rams up processor use to like 80%

Win+R > services.msc > check Windows Update service

You could also try an in place upgrade. This reinstalls windows without removing anything. You do it through the windows 10 media download tool.
