Is Celeron Dual Core 1007U Good Enough?

I've got my eyes on a cheap Acer 11.6" powerd by a IVY Bridge 1007U Celeron Dual Core @ 1.5GHZ. and Integrated Graphics of course. Is this CPU capable of running 1080p video content and some tabbed browsing?
AMD C50 and C60 APU's level of performance is too slow for me.
....I know that netbooks are dead right now, but I really like the idea of having a small, ultraportable, cheap Windows machine in my backpack.

For everything that is portable I would go with an i5 or i3 if the first option is too expensive.

On desktops, cheap processors perform quite well, but on laptops you're stuck with the hardware you bought in the first place. So if I were you, I would have a look at something with an i3 or i5... Celeron is really low power as far as I have experienced it.
