Windows 10 installation stuck at "Getting devices ready" after first reboot

I started upgrading my brother's Windows 7 PC to Windows 10 through the Media Creation tool. I downloaded Windows 10 to a flash drive and my brother asked me to wipe the computer completely; he didn't want anything on his computer after the upgrade. Everything is fine before the first reboot. However, after the first reboot the system will boot up and hang at "Getting devices ready" screen. I've tried unplugging keyboard/mouse, other devices in USB ports, etc. I've been trying for hours how to get this to work... any ideas?
