NOTE:

I will be selling him the R9 270X and the Corsair 450D for $150 and maybe a 500gb Server HDD.

The OS will be coming from Kinguin.net ($30.00)

He is just wanting kind of a lower end system but I figured this would give him a good upgrade path.

Ah, upgrading your PC as he needs a PC noice but what's his budget? To be honest, may as well get a nice PC without having to upgrade that kinda weak GPU in the near future :P

Yes you are sacrificing the case, motherboard, SSD, PSU for the better GPU but in the long term, it's probably going to be worth it :P (also if you're going to get something like the 390, waiting for the 1070 or Polaris to be out isn't a bad idea).

I would change the cpu and motherboard to something like a i5 4570/4460/6500 (they out perform the 6400 because of their higher clock speeds) and a more budget motherboard as you can't OC on these CPUs. I will leave

This is for my friend. He is just want a low end computer to play things like Hearthstone and Overwatch. I mean this R9 270X has lasted me several years and can play almost all games. (but I also have 4790K and am planing on getting a 1080 for myself)

Fair enough :P then your build will be better as long as he's not wanting to be 60+ fps at 1080p with higher settings in triple A titles/demanding titles :D

Nah he sent me an AMD X4 760K build so I dont think hes wanting very much.

I went the 4460 because of price to performance

I went with this motherboard due to it having USB 3.0 headers and crossfire

support (you can go cheaper without these benefits tho)

I stuck with the graphics card as its a good card for what he needs and he can always get another one and go crossfire

I changed the ssd purely for price

and everything else is the same.

Thanks for the post. The reason I went with 6th gen intel is so that he could take advantage of DDR4 and Have a newer processor. Just because the 4460 may have a higher clock speed does not necessarily mean it is instantly better.

Trust me on this one... DDR4 doesn't provide enough of a benefit to use the 6400 (insert linuses vid on memory choice here) and It is proven that the 4460 has better performance than a 6400.
