Dead board?

So earlier on my pc just froze and after doing a reset/restart, It boot looped. Now the boot loop problem is gone but, there is no video/nothing showing up to the monitor, whether its the dedicated gpu and the on-board, it still not showing. Ive tried reconnecting almost everything, connections and re-seated rams, but still no luck. So I thought the board is dead (?) I am going to the retailer for the warranty, but before that I would just like to confirm that it isn't dead (yet?)

4x2 1866mhz ram

1tb hdd

r9 380 4gb

Can you still enter the BIOS or is nothing at all showing up?

 

If you can enter the BIOS, reinstall Windows.

If you can't, try clearing the CMOS.

Cannot even go to the bios, I've also cleared the cmos, still nothing
