Oh my CX850M was actually the only PSU of mine that didn't have any issues with my older rigs at full power, its my VS650 and other PSU that have issues.

Update: When Windows is done loading, the fans just stop spinning and stay that way until I get a green screen.

The MSI cooler has that as a feature - fans don't turn on until 65*C

I know-from my understanding the only semi-decent PSU of the entire lineup is the 850M, the others really aren't that good.

The CX400 was a SeaSonic model but it got discontinued a long time ago

I launched the Valley Benchmark and the card hit 75 and then I got a green screen. The fans never turned on.

Hmmmm. That's odd. But 75*C is low. Tonga (380) is good till 85-86*C. User Afterburner to set the fans to something.

Might be worth replacing the PSU,  with the problems your having its one of the very few possibilities of what's actually wrong (some graphics cards handle poor quality PSU better than others)..

I'd go with the PSU first, I've never had any of my motherboards give me the same problem-and that's gong back to my first AGP board which I got for my K6-2 500.

I'm noticing something odd. I'm in afterburner now and the fan speed is set to be at 40% when at 30 degrees Celsius, yet my card is running at 40 degrees idle and the fans aren't moving.

Is there another computer you could test it in? If the fans work when its used with another computer, then if you can see what changing the power supply in your current computer does.

Hopefully you find out whether or not its the PSU or graphics card (if it was the motherboard it wouldn't be working at all).

If the card doesn't work in your friend's rig, RMA a 2nd time and label yourself more unlucky than me

well actually you have to enable the user defined software automatic fan control in afterburner, the one that it shows as default isnt the active one, afterburner has its own "fan profile" that is seperate from the user defined onewich will keep the fans off until it hits somewhere around 70 degrees, but i hope you get it fixed!
