Hi, first, this is my hardware (It could help maybe)

 

- GTX 960

- Core i7 4790K

- Samsung evo 850 500Gb SSD

 

So, yesterday, I upgraded my CPU to an i7 4790K, when I rebooted, my computer work perfectly, but at the second reboot,

My mouse pointer started lagging... It's not even possible to play minecraft o.O

 

It's doing that when my CPU is under load (when I launch a game) and at startup

Go to Control Panel>Mouse. From there click on Pointer Options, and change the speed to the way you like. You can check the Enhance pointer precision button, but it's not neccesary.

What cpu did you have before you upgraded. Also, don't think it'll work, but try to reinstall the mouse driver

Thats odd, did you try reinstalling the drivers? Also, is stuttering or still smooth but lagging. If it is stutterning and you are running Windows 8.1, you should try dowloading this service pack:
