What cooling should I get

Since I've gotten my new case, my CPU temps have been painfully high (due to lack of a side vent) using the stock cooler. I've already reapplied thermal paste and locked fan speeds at max and nothing is helping, the stock heatsink just can't do it.

I run an Intel i7 4790K and am wondering what I should use for cooling, I would prefer watercooling, but it doesn't fit in my price point. I'm looking only to spend 60 dollars max.

 

I'm also wondering if I should get anymore case fans, as I only have one in front and one in back. I have PLENTY of space for more fans and rads and whatever I could dream of mounting.

I ran a game quickly so I could get some base readouts, but I closed it as soon as I saw the max cpu temp. 

 

 

My computer is almost unusable in its current state.

CRYROG H5 Ultimate would be a very good choice.  However, make sure it actually fits :P $50 140mm

 

A cheaper, smaller option is the H7 which I would pick over the Hyper 212 (and it performs faster, shorter, quieter.)  That will set you back around $30 120mm

For the Best builds and Price lists here is a world where many points of the price have been predefined already for your convenience!

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

The OS is like a kind food, Try it before saying if you like it or don't.

if your case can fit high cpu coolers

try the dark rock (pro) 3 (both are 160mm), or NH-D15 (165~167mm iirc)

these coolers are probably over $60, but if you wanna overclock an i7, these are the ones to get

It lies at the very top of my budget, I'm probably going to go for a 212 Evo because I have a friend selling one.

It's better than throttling and 100 degrees. 100 degrees is what I was getting.

You could decrease your multiplier for a bit instead of buying two CPU coolers, you would be able to afford your water cooler sooner.

I don't have a multiplier as far as I know, I have an H97 board, I do not want to overclock nor do I know how because I don't care to learn yet. I will not be able to spare 100 dollars for several months and a 30 dollar cooler suits my needs very well at this moment. As long as I can keep it below 90 to stop throttling and degradation I'm fine. I've budgeted my whole way to this point.

The Thermalright TRUE Spirit 140 POWER is ~$50 and it beats the R1U in noise and temperatures. CRYORIG is not the answer to everything.

It's not a bad answer for everything :)  That 140 Power does look like a good unit.
