For about a week or so, I've been having issues with simple tasks. Periodically responsiveness and performance within Windows or my PC takes a sudden drop. Loading File Explorer, Malwarebytes, Chrome or checking for Windows updates become prolonged and unresponsive (most of the time with no results).  When these occurrences take place I run scans with Webroot, Malwarebytes, Avg and check for registry problems with CCleaner, with nothing bad being revealed. Following that I attempt to restart my computer, I say attempt because the process will seemingly take ages to follow through. This community has been of a great deal of help to me in the past, i'm certain this experience will be no different. 

I appreciate any advice, information and help/input given. Thank you

How's your SSD? If I had to guess, I'd say that's your issue.

Try doing a speed test with Crystal Disk Mark (maybe on your HDD too, just in case)

When this occurs, open Windows Task Manager (Or keep it open if you have problems opening it) and check usage of everything.

(Switch your CPU's graph to logical processors)

 

Post a screenshot when you can

 

EDIT: Oh, the CDM scores you posted are a bit slow, but not terrible. Your SSD might not be the issue.

Windows in general is acting up at this point. Here a screen shot I grabbed a few seconds after it froze up on me. While unfrozen my SSD still seemed to be functioning at 98% capacity. So does this further draw attention to the conclusion that it may be my SSD?

Yep, seems to be your SSD unfortunately 

 

I'd recommend a Samsung 850 EVO if you're looking for a new one
