Cooler and paste might be fine. If the 4790k is overclocked waay to high you will be hitting those temps. You might just need to dial back the OC, if it is in fact overclocked.

MAIN RIG | AMD R7 1800x @ 4.0GHz [cooled by Corsair h110i] | Zotac 1070 founders | Corsair Dominator Platinum 2x8gb |
| ASUS crosshair IV hero | Samsung 960 evo m.2 | Seagate 1TB + WD blue 2TB| Corsair HX750i | Phanteks evlov atx TG |
LAPTOP | HP zbook Workstation | Intel i7-4710 HQ @ 2.5GHz | 8gb ram | NVIDIA Quadro k1100m | 250gb + 250gb Crucial SSDs |

Dont really think so since the x61 kraken is a AOI. These are not normal temps for a AOI, even with a big (stable) overclock.

My current rig:

CPU :Intel I7 4790K , MOBO: Asus Maximus Hero VII , STORAGE: Plextor m6e 256Gb + WD Black 3Tb, GPU(s): 1x ASUS STRIX GTX 1060, PSU: Corsair RM1000 , CASE: Fractal Design S.

It slowly starts to climb when i turn it on and not do a single thing just idle and it can get upto like 80 with just nothing open, no heavy loads, nothing

Before you go and reseat the cooler I would make sure it's actually plugged in and getting power and if it is that you can feel water going through the loop.
