CPU cooler

Should i go with Xigmatek Praeton LD963? I like it because it has a 2800 rpm fan which makes noise up to 22db. Am I wrong thinking it makes low noise considering it has 2800 rpm or should I go with something else? I'm going with i3 6100 and I need an aftermarket cooler only for less noise than Intel's stock one and estetic reasons. It would be my first PC build ever made so any thoughts would be appreciated :)

does it need to be low profile? Get something like a hyper T3 and use software to control the PWM fan.

Let's say that i'm going with logic: more rpm + less noise = better for me. Am i right or nah? And yeah low profile ones are more likely i'm going with.
