Not sure if this should go into the storages forum but yeah...

I have a hdd for windows that i use mostly and a secondary laptop drive that i found but i've had to unplug it and plug it like twice a day for about 3 days because my keyboard doesn't turn on when i go to windows while the laptop drive is connected.

I don't thnk its a power issue since the keyboard and mice works fine when i go to my linux distro ; so what would happen if i disconnect the hdd without having to turn off everything and flipping the switch on the psu while im using my main hard drive for windows ?

Also... is hotplugging the correct term?

It's called hot-swapping for drives, and the motherboard must support the feature. When taking out drives from your build, it is not necessary to turn the power supply off completely. Leaving it in standby mode is 100% fine.
