Look at my specs below, I have a similar CPU to yours and I get about 100 FPS average. I have everything on low or off except Shadows and the two Anti Aliasing settings.

 

CS:GO loves a strong single core because when I turn Multicore Rendering on or off, it does not make a (or much) difference. I have it off because it creates some input lag. But that does not mean the GPU isn't important also.

Is it play able on intel i3 2100?

I have a laptop with a i3 3110m, notice the m for mobile so its a bit weaker. And intel hd 4000 graphics. I run everything on low and it never goes below 30 fps. You should be fine.
