I want to clone my HDD (including my OS) to my new SSD, can Samsung Data Migration do this?

Yes, afterwards it will be at the Windows splash screen for a little while saying 'setting things up'. Just wait for that to finish and it should work fine. Just be aware that cloning does have the possibility to cause issues with the OS/programs.
