Yes and no.  If you HDD 1 = HDD 2 size-wise, and you clone the entire HDD1 to HDD2, then you will over-write everything. 

 

However, if HDD2 is larger than HDD1, some data will remain on HDD1, although without a partition table to appropriately point to that data, and a complete filesystem, accessing the data will likely be difficult.

 

Additionally SSDs are known to not delete all of the data that's been written to them, even if over-written. 

 

So if you need to ensure that data is completely wiped, you need to use "Secure Erase" or similar methods.
