In order to push your CPU that high, you either need to get more effective cooling or move it to a room with a better ambient temperature.

 

It sounds like your water in the loop hovers around 28c when everything is idle.  That means you are already starting a tad warmer.  Combine that with the fact that you are cooling a 980 Ti and an overclocked 6700k with a 480mm rad, your water temps are going to rise fast under load.  As the loop temp continues to rise so does your CPU max temp.

 

More radiator and fans or reduce your CPU speed and voltage.  You're asking a bit much from one 480mm.

I used to also have a 560 but the pump wasn't strong enough so I removed it. But I do have a spare HWLabs 360, should I put it in the loop?

If that D5 pump that you have wasn't strong enough for a 480, 560, GPU water block, and CPU water block, than your pump isn't working right.  The rads add very little restriction to flow and you only have two water blocks.

 

Your pump may not be flowing enough right now, which may be part of your problem.  That's why I was asking about pump speed controller type.

Your pump may not be flowing enough right now, which may be part of your problem.  That's why I was asking about pump speed controller type.

It does also have a 3 pin PWM header... I plugged it into a 3 pin to molex adapter and didn't do anything.  Also I had it go from the 560 to the 480 then to the components and the res again, a lot of people told me that was why the pump couldn't handle it
