Hi. This is my second PC build (first one was for my friend) I was wondering if anyone had any suggestions for things I can change. I am coming from a laptop. I think I can afford to go up to around 650 USD if needed but would not like to.

Here are my suggestions

1.Don't go with AM3+, I am not an Intel fanboy, but am3+ is quite old, 

2. The motherboard is overkill

16GB of RAM is pretty excessive for a budget gaming rig. Go for an Intel i5 with DDR4, it will be much a better CPU choice for gaming:

I was thinking about going with an i3 and getting a better case and maybe an ssd. Do you think that would be better?

Nah, I'd tend to prioritise performance over aesthetics - the i5's four cores will be extremely beneficial in a variety of games when paired with the R9 380 as opposed to the i3's four threads. Add the SSD in later once you have accumulated more money.
