i probably will not add another 980 ti but it is possible

If you want the option then you would need to stick with a Z170 board that supports SLI (SLI means that it will support 2 or more Nvidia graphics cards). The Asus Z170-A supports SLI.

If you don't want to overclock the cpu but want the option for a 2nd 980 ti then stick with the Asus board, or any other that supports 2 way SLI.

i dont really understand what a locked cpu is and im using it for gaming.

A locked cpu is one that generally can't be overclocked. The unlocked cpu's have a 'k' at the end i.e i7 6700K

Also 32GB Ram is massive overkill if you are just gaming.

The PSU isn't good, get something like a Corsair AX760, which is appropriate considering you're spending this much money, also if you're getting a Z170 board... Get a 6700k.

Are you serious ? The EVGA G2 is a fantastic power supply.

and the reason i was getting 32 gb of ram is i found a place where i can get it for hardly any more than 16

Well in that case you might as well.

If this is a pure gaming pc though you could go with an i5 (such as the i5 6500). You could always upgrade to an i7 in the future.
