I don't know is it sensible to post this here bt couldn't find a better place. Anyways I was thinking of pairing a i5 6400 with R9 380 4gb. Since I had some budget left I thought of going for the i5 6500 since there is nt much of a cost difference bt the frequency jumps frm 2.7GHz to 3.2GHz. On doing some research I found that a R9 380 might bottleneck the 6500 n the recommended pair was 6500 and a GTX 970 or R9 390 8gb which was out of my budget. Soo I just wanted to know how to get the best CPU and GPU combination. Are there any thumb rules or pairing charts or anything like that for the latest hardware to help me with the pairing.

GPU isn't going to bottleneck a CPU. I wouldn't worry about it, just get the best GPU that's in your budget.
