Streaming Tv Channels

Hello, i'm new on this Forum and if my Topic isn't in the right Section let me know. 

So i am from Romania but i currently live in Germany and i'm looking to stream Full Hd TV channels from my house in Romania to Germany. My intention is to capture Tv channels from the cable receiver and stream it via Pc with the help of a capture card. In addition to that i thought i could set up something similar to a NAS server and to be able to remote control all that from my location in Germany. I want to do that as well because in Germany i'm afraid to download torrent files because it is not legal and in Romania i had no problems with that. I also want to control my cable receiver via a USB Infrared blaster that acts like a remote. I mainly watch sports and want the best picture i can get. Hope you can help me choose the best option to do that
