Turning on PC with possible PSU damage

The PSU could probably be still alive and well. Just to ensure it's completely dried, leave it out in sunshine (or dry it out) for a few more days.
As for the graphics card, if EVGA would give you a replacement, that would be great. If not, same with as the power supply, dry it out thoroughly.
You could put the graphics card (or PSU) in a bag of rice - as dried uncooked rise absorbs a TON of moisture.
