The only possible way to get Windows 7 for free, legally, is if you:

-> Have a MSDNAA/DreamSpark account from your school.

-> Have a TechNet or MSDNA account.

Else than that, you need to purchase it.

If your version/language is not listed, use google with "windows 7 iso <Version> <32/64> <language>". I found these yesterday while looking options for some troubleshooting.
