I believe you can overclock some TV's. However, most TV's overclocking is limited to inserting black frames in between regular frames. For example, a 60hz TV could overclock to 120hz, but it's not truly an overclock per say, rather than black frames being inserted.

Most likely it is not implemented by the manufacturer, but you might be able to do it via your GPU's control panel or Windows display settings. I doubt there would any noticeable improvement though (I'm not sure there is even any content for TV to be worth the OC).
