Your picture is hard to tell as it looks like you took it with a phone or something. Can you give a better idea by taking a in game screenshot?

I'm guessing it won't show up on a screen shot.

 

Probably your monitor OP. Unless it's really bad, I'd say its normal.

Could you perhaps highlight the area with the dots?

If your talking about the grass it looks like some sort of stutter.

Also a In game screenshot would look better as well.

That's definitely a possibility if it's a monitor issue. The picture is definitely hard to tell what is going on to me but I don't remember seeing anything like that during my time playing gta 5 both on xbox 360 and pc. Granted I played the majority of the game from my tv and was probably less likely to notice small imperfections like that.

its normal. Usually happens on grass or buildings. I think its an aa thing.
