WHAT??????????? 4K res in GTA 5 uses less than 5GB VRam AFAIK. It seems a bit too much for 1080p.

GTA5 uses a different engine so it doesn't really apply. I believe at certain settings the IWEngine in BO3 pre-fills the VRAM intentionally with unused textures and whatnot. Just so they're available faster once they're needed.

 

OP, it's normal. BO3 is a huge memory hog. Here's more on my theory and here's an applicable benchmark.

Some games will just use more if more is available to them. Just be glad your titan is actually getting a work out.

the game is not a memory hog, it uses the available memory very efficiently - it allows smoother transitions when textures are already available in the VRAM

it's far better than reading from the disk drive or having D3D dynamic memory (a.k.a. virtual memory)
