FILE CAN'T BE DELETED HELP

I'm trying to delete this picture but every time I try it won't let me. A pop up that says the file is open in windows  defender services shows up. I'm using windows 8.1. 

 

 

This is the first time something like this has ever happened.

It worked, and I put the stupid file in the trash. Thanks for the help!
