All drives park their heads after they haven't been used for a while and eventually spin down. Whenever they are in a standby mode and there's a request from the system they would spin back up and thus produce those noises. As @Raisin06 suggested, if the drive passes WD Data Lifeguard Diagnostic's quick and extended tests, it should be rendered safe to use.

 

Re-certified drives are not like the refurbished ones. They have been returned for one reason or another and have gone very extensive tests to verify that they are completely safe to use and haven't been repaired or touched at all. :)

I have a WD Black 1TB Performance Desktop Hard Disk Drive - 7200 RPM SATA 6 Gb/s 64MB Cache 3.5 Inch - WD1003FZEX

 since the first day i bought it sometimes the disk would like go to sleep mode like there is no sound but when like i update my computer or like just browse the hard drive the sound of it booting up comes for 2 secounds and goes is this normal or...?

PS:My OS and games are on my SSD i use the hhd for some games and backup

I've had something similar I think happening lately and it really concerns me. My WD Black 750GB model (2.5inch) will make some noises at random, but I don't see any performance issues (that I'm aware of).

 

The WD lifeguard utility says everything is fine and within normal operation, but I'm still concerned about it's stability in the long run. I sent back a drive before that was doing just about the same thing and got  re-certified drive, but I'm afraid to use it
