Why not just change the fan on your 212? beQuiet makes some great fans for far less than $100.

Wich 120mm fan would you reccomend?

Silent Wings 2, QF120 Balance or Performance, even an Aerocool DS with the low noise cable if you don't mind voltage control or SpeedFan instead of PWM, though I personally much prefer PWM for heatsinks.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

If your just changing fans, EK vardar are also excellent choices if you go with the low rpm variants. Pairing one (or two depending on workable space) on a corsair h60 would be an excellent upgrade form a 212 and would be under $100.

IMO, 120mm AIOs are a complete waste of money. They're outperformed by similarly priced air coolers.

The best option is probably the NF-S12A if you have already tried lowering the fan speed but still aren't satisfied.
