Only post when CMOS jumped?

I have a build that I've been working on and I got it up and working and it will loop on and off unless the CMOS is jumped but even then it the speaker keeps making a click noise. It's not hooked up to peripherals or screen I was just doing a post test. But my question is, if it only post with the CMOS jumped is it a bad motherboard?
