Is there a difference in performance in GTX 960m 2GB vs 4GB?

No. It's just like is there a difference in running performance when running with pants having large pockets and small pockets.

On laptops nothing really because the only time the extra 2 gigs will be needed is if the laptop has a 4K screen as 2GB is fine for 1080p Gaming

My xps 15 has the 2gb 960m. At first I thought that might be a problem over having 4gb but it really isn't. The extra 2gb is only really useful for high resolutions which the 960m isn't really capable of.

Even on the desktop version, the 960 just isn't powerful enough to fill up 4gb worth of vram detail before it runs out of horse power anyway:

 

 

It would be a very special case like a 4k x 3 monitors game from 2009 for it to make a difference (or SLI 960 which is still worst than single 980)
