That's actually very possible. You can trick a PSU to boot and only power the GPU. You can do this by bridging a green and black wire on the 20+4 pin connector.

But the PCI slot, by itself, already provides 75w.

You'd have to Bios mod the card to not pull any wattage out of the mobo - that's doable, but I don't know if actually doing it would still make the GPU functional, or if it would cause an electrical problem, due to the card's design.
