Get a better psu? I heard that corsair CX is bad.

if you want the most performance per watt

1) get a skylake chip, its much more efficient

2) get an ssd instead of HDD, they're much faster and efficient

3) the 380 is not very efficient, either get a gtx 970, gtx 980 Ti or R9 Nano <--- nano is the most efficient card among all

4) get a platinum rated PSU, like the EVGA SuperNOVA P2 650W

 

5) i dont know about other board manufacturers, but asus board can turn off your case fans if your computer isnt under load with fan xpert, so maybe get an asus board?

If we are going for pure efficiency: 

 

Get an Antec Green or Seasonic S12G PSU

Grab an SSD

Get a GPU with no external connectors. (Or no external GPU at all)

Grab a low power CPU (S, or T Series)

Make sure the computer is in a naturally cool room.

Something like this that supports DDR4 RAM. Not DDR3.

The build is pretty good, I'd personally spend more to get the 4GB variant of the R9 380 rather than the 2GB.
