Dynamic Taskbar Color?

So, I'm using Classic Start Shell to make my taskbar transparent, which looks pretty fly, but I was curious if anyjuan knows a way to make it black when I'm using a full screen application?

if you somehow combine the two, then stick it or a vbs script that triggers it to run silently in the start up programs folder and it will run at boot
