Odd CPU issues

My main computer in a Dell Inspiron 530s. I'm trying to build a new computer but I'm having some issues with that. Anyway, I was running the Dell diagnostics on my computer and my Core 2 Duo E7400 failed the L2 cache tests. I ran the rest of the diagnostics and ran memtest and everything came back fine except for the L2 cache test. I replaced the E7400 with another Intel Core 2 Duo E4500 and ran the tests again. Same issues. I reinstalled the E7400 and went back into Windows. I launched HWMonitor and it was giving me really odd CPU temps. See attached photo. I have no clue what's going on. Any thoughts? I took the photo while playing a game just to see what would happen.

maybe an issue with the muddaboard? yeah.. check the muddahboard. might be the chipset or somting

I'll give that a try.

I haven't changed the BIOS settings in over a year. I loaded defaults and the same issue still occurred.
