RAM HELP!

Hey guys. Need some help here. I have 16 gb of ram but only 7.95 usable? I tried the max memory thing in msconfig. The only way Windows recognizes my full 16 go is when I put them in single channel. In my BIOS it also says that only 8 GB is recognized.

CPU Z recognizes the 16 gb dual channel.

Are they 2 sticks of 8gb or 4 of 4gb? 

And how much does it say is available in the task manager?

Its 2 sticks of 8 and it says that 16gb is unknown and 8 is being used. The other 8 is hardware reserved....
