It's perfectly normal, it actually helps reduce the EMI (Electromagnetic Interference) that a clock pulse generates, causing there to be less spikes and flatter curves. It does this by changing the frequency so a certain frequency is only used for a moment, in order to reduce the interference mention above. However, this may cause your system to become unstable or could have a lower performance than you initially intended, causing clock sensitive devices to be compromised. There may also be an option called "Smart Clock Speed" which does a similar job to spread spectrum, however it turn off the SDRAM, API and AGP signal when not in use, not to mention it also favours power consumption.
