Suddenly when I start up my computer there keeps a window popping up on my chrome called Smartinf.ru. I've tried disabling it with a process but it didn't work, I tried using ADWcleaner but this didn't help either. Quick scanning with bitdefender but didn't resolve it either. Does anyone know a solution?

Try malwarebytes and Avast

It's likely a virus that is causing it. But if you do not wish the hastle of doing a re-install, and the Anti-virus is not detecting it, you can either go to Firewall rules and block the site or you could install the Chrome Add-on uMatrix. That should allow you to block what you dont' want to load.
