Hello everyone.

I gave my son my G3258 OC @ 4.2ghz and GTX 960.

When playing GTAV, the PC stutters when vsync is not set to 1/2.  The frame rate fluctuates between 30-70fps.  I guessing the PC will do fine with a 45 fps settings.

45 fps is better than 30 fps.

 

Now my question is, Does a program exist where I can lock the frame rates to what ever I set it to?  I'd like to lock it in at 45 fps.  I don't want to upgrade cpus for the ONE game that doesn't play nice.

Your issue is the CPU. It won't fix it to limit the fps, you need 4 threads

The stuttering is due to the fluctuation of frame rate.

It doesn't stutter when locked at 30.

It stutters when allowed to fluctuate between 30-70fps.

 

I figure the cpu is capable of something in between 30-70.

45 fps is still far more enjoyable than consoles without having to upgrade the cpu.

Have you tried locked 30?

Is that the pnly game he plays? If he decides to start playing others i think you will want to upgrade the CPU anyway. I'd get a 4460 now before price goes up due to scarcity since skylake is becoming more prominent.
