It would be basically impossible to prevent it completely, although you can prevent it in a few ways.

Basically you want filters on all of your intake fans. You also want more air being pulled into the case through those filters than is being pushed out (positive pressure). This will mean that clean air is coming into the case and being pushed out. If you have negative pressure with more air being pushed out then dust and unfiltered air will be sucked into every gap in your case causing a huge dust problem.

Don't forget that a large percentage is due to dead skin cells. So.... to get rid of 100% of dust you either need to do what Papakuma said while wearing a full hazmat suit or seal your entire rig with plastic wrap after creating an external liquid cooling rig much like Linus's attempt to make whole room liquid cooling.

get some old pantyhose or new ones they are cheap. cut them into squares or w/e shape you need and just screw them with the fans to the case. this is the easiest thing you can do to prevent dust from getting aside from getting proper dust filters.

GPU drivers giving you a hard time? Try this! (DDU)

mineral oil cooling, you wont be seeing dust on your components anymore. As far as cleaning it out compressed air cans work well
