Games (Specifically CS:GO) Not getting expected FPS

Hello! I've been having this problem for a while now. I've just dealt with it, but I'm sure it's not right. I get 110 FPS on average in CS:GO (Fluctuating between 75-150) with everything on low, multicore rendering enabled, with -high -threads 6 in the startup commands thing in steam. I haven't tested much on other games, but from what I remember, the FPS in other games had gotten worse too. I have had this computer for almost exactly a year now, and it used to get really good FPS.

I have overclocked my FX-6300 to 4.2 GHz and my R9 280 to 995MHz. I have also tested with both on stock clocks. BIOS is updated to latest (P2.60 from 02/01/2016)

I have already tried reinstalling graphics card drivers and completely reinstalling (Went from Windows 10 64-bit to Windows 8.1 64-bit) to no avail. Temps are fine, but CPU runs a little hotter (33ish idle, likes to hover around 45-50 in CS:GO). Any help is appreciated!

Have you checked to see if your CPU is bottlenecking?

Have you tried to play without the command? I doubt CS:GO uses 6 cores
