Stock Cooler or Hyper 212X?

Is it worth getting the Hyper 212X or should I just go with the Intel Stock Cooler (for a non-overclockable CPU in an HTPC).

 

I fear that the Stock Cooler will be very loud, and I know for a fact it is.

 

Do any of you know a cooler that is small, cheap yet reasonably quiet?
