I have got a 980ti and want to over clock it but I don't know how much voltages is past the safe zone

If its 100mV its ok and i suggest increasing power limit to max

Who's the manufacturer and exactly what model is it?

Unless you have one of those ludicrously expensive KINGPIN, Lighting editions and such it is almost guaranteed to be limited in the bios and can't be increased to a dangerous amount via any normal overclocking software.
