OBS issues

Hi there i was wondering if anyone here uses OBS and could help me. I trying to stream fallout 4 and i have the settings on ultra but OBS is set to downscale to 720p 60fps. I don't experience any frame drops in games but on stream it drops constantly, almost like a tear. Any help would be appreciated

Specs:

i7 2600k 3.4 ghz

gtx 970 4gb

h100i gtx

8gb RAM

120gb sandisk SSd

2Tb WD Green

Is V-Sync on? If not, your game and OBS are competing for CPU time and OBS will always be on a lower priority.

What is your bitrate? Are you using game capture?

bit rate is 3000 and yes

Yes it is on and caps out at 60 fps
